Introduction

TASHILING SECRETARIAT

Aseparate project division was set up in 2012 for reconstructing the Tashiling Secretariat after the old secretariat suffered extensive damage in the earthquake of September 18, 2011. Tashiling Secretariat is the administrative centre of the Government of Sikkim. The division headed by a divisional engineer under Building & Housing Department is tasked to supervise the reconstruction of the Tashiling Secretariat. This is the first project in Sikkim where all structures are constructed with pile caisson foundations. The project started from September 2012. It has three main components Block A building: This building is a well-designed eight-floor RCC-framed building in the site of the old Secretariat. It is the first multi-storied building in Sikkim constructed with pile caisson foundation so that it is a more stable and earthquake resistant building. The building is constructed with a total built up area of 11,870 sq m with 6,970 sq m of office blocks. The structure has two level basement vehicle parking for around one hundred vehicles and the remaining six floors in the super structure will house the office of the Hon'ble Chief Minister, the offices of the Hon'ble Ministers and the offices of all important departments of the Government. Block B building: This seven-storied RCC-framed building is being constructed in the site of the old Sikkim Press which was relocated to Tadong. This building also has two level basement parking for around ninety vehicles and the remaining five stories will be used as office blocks. MULTI-SPECIALTY HOSPITAL

Sichey, Gangtok, East Sikkim

This is a mega-project to set up a 1000-bedded multi-specialty hospital at Sichey, Gangtok at a cost of around Rs. 475 crore. It will have the main hospital, an Annexe (VIP) block, AYUSH wing, radiotherapy block, auditorium, power substation, ANM and GNM blocks, and other healthcare facilities. It will have the following blocks accommodating several healthcare facilities. 1. The main Hospital block 2. Annexe block 3. 300 seat-capacity auditorium 4. AYUSH Block 5. Radiotherapy block 6. Existing Block No.1 7. Existing Block No.2 8. Existing Block No.3 Apart from the above mentioned blocks, the multi-specialty hospital also comprises of electrical sub-stations, underground water reservoirs, incinerator, Staff quarters, and Pump houses.

STATE MUSEUM

Gangtok,East Sikkim

The construction of a State Museum at Gangtok was sanctioned at a cost of Rs. 14.43 crore having a plinth area of 40,038 sq ft. It is a 5-storied RCC building with entrance lobby, interception centre, conservation unit, dehumidification unit, central reserve, staff hall, curator rooms, general section, office rooms, display gallery, audio visual room and library, and a viewing deck at 4th floor. Composite Building of Police Department Below Paljor Stadium, Gangtok The present headquarters of Sikkim Police Department is located along the NH 10 below M.G. Marg, Gangtok. With passage of time, it was observed that the present infrastructure is inadequate to meet the growing requirement of the police force. Also, the existing structure of the Sikkim Police located below the Paljor Stadium was in a dilapidated condition. There, it was necessary to construct a new composite building below Paljor Stadium. The upcoming composite building is a four-storied building with a total plinth area of 15,810 sq ft. The project cost of the building is Rs. 3.3 crore.

The present headquarters of Sikkim Police Department is located along the NH 10 below M.G. Marg, Gangtok. With passage of time, it was observed that the present infrastructure is inadequate to meet the growing requirement of the police force. Also, the existing structure of the Sikkim Police located below the Paljor Stadium was in a dilapidated condition. There, it was necessary to construct a new composite building below Paljor Stadium. The upcoming composite building is a four-storied building with a total plinth area of 15,810 sq ft. The project cost of the building is Rs. 3.3 crore.

In past, the Sikkim Public works Department used to undertake all engineering related tasks. It was only in the late 80s that the Sikkim Public Works Department was restructured and specialized departments including Buildings & Housing Department were formed.The mandate given to the newly formed Buildings & Housing Department was development of physical infrastructure in Sikkim in form of buildings, the Buildings & Housing Department is also tasked with maintenance of these structures.
The Buildings & Housing Department Is further empowered to regulate and scrutinise the DPRs of mega industrial projects, Pharmaceutical factories and other related structures.
Construction is taken up under two budget heads : Residential Building under Housing Sector and Non-residential Buildings under Public Works Sector.
These two founding task of Buildings & Housing Department lends to the tangible and intangible developmental dividends for sikkim. The Buildings & Housing Department also shares it expertise and experience with other Departments for the construction of buildings under their department.
the Buildings & Housing Department also carries out maintenance and special repairs of all the government buildings which come under public works and housing sectors. The department also organises training and conducts seminars on new emerging technologies like GRIHA. All works taken up by the department are executed as per laid down procedures and provisions envisioned in Sikkim Public Works Code and Manual. Under the present Government, the manpower of the department has seen a major increase with experts on specific fields. The overall administrative structure is in the following pages.
